Build an environment to show mercy for the hurt

How often have we seen public pass by a stranger who is hurt and needs help ? No one comes forward to help escort the person to the hospital. Why? People are afraid that if they come forward to help, they would be questioned by the police and pulled into the court and made to run around unnecessarily . How can the rules be changed to avoid this inconvenience to good natured helping people?

In the US , if you are helping someone who is hurt, you just need to give your contact information .They will contact you only if they suspect foul play. General public have confidence in the system and trust that they will not be inconvenienced unless absolutely nessacary . Our government should help in creating such an environment.
